Identifying Missing Documents: If your customs clearance is blocked, promptly contact the courier’s official website or customer service to find out the reason for the blockage. Customs will typically provide a “Supplementary Document Notice” through the courier. For example, if the declared value doesn’t match the goods, you’ll need to provide proof of purchase, or if personal items aren’t accompanied by identification, you’ll need to provide a copy of your ID card or passport. Ask the courier’s customer service to provide the “Customs Supplementary Document Letter” or clearly state the specific documents and requirements.
Preparing Supplementary Documents:
Declared Value: If your declared value is too low or too high, you’ll need to provide a screenshot of your order with a clear description of the purchase date, product name, unit price, and total price, and they must correspond exactly to the declared items. If the product is a self-made product or sample, a cost explanation letter must be provided, detailing the material cost, processing fee, and total value, and signed for confirmation.
Personal/Commercial Distinction: If a personal package is mistakenly identified as commercial, a copy of the recipient’s ID or passport and a personal use declaration must be provided. This declaration should state the recipient’s information, that the package is for personal use and not for sale, the quantity and intended use, and include a signature and contact information. Commercial goods require a pro forma invoice containing the buyer and seller’s information, the name of the goods, the quantity, the unit price, the total price, and trade terms. This invoice must be stamped. If a brand is involved, a brand authorization letter must also be provided.
Special Goods: Electrical products require a UN38.3 test report and MSDS report; general cosmetics require an ingredient list; and unbranded goods require an unbranded declaration.
Submitting Supplementary Materials: Prioritize preparing clear scanned PDF copies and upload them to the customs system via the courier. Arrange the materials in the order listed in the supplementary materials letter and attach a materials list, clearly indicating the material names and intended uses. Also, highlight key information in red and make notes, such as the product name and total price in the order screenshot, and indicate which item on the declaration form they correspond to.
Follow up on customs clearance progress: After submitting additional documents, promptly contact the courier’s customer service and have them note that the additional documents are urgent and prioritize their submission to the customs clearance team. If you haven’t received any response within a certain period of time, contact customer service again to inquire whether the additional documents have been delivered to the customs system and whether they can assist in expediting their upload. Also, use the courier’s tracking service to closely monitor the customs clearance progress and status of your shipment.
