Main Functions: A certificate of origin serves as a valid document for trading parties to exchange goods, settle payments, and settle claims. It also serves as an important basis for customs clearance and tariff collection by the importing country. It also serves as a credential for exporting countries to enjoy quota treatment and for importing countries to implement differentiated trade policies for different exporting countries. For example, under the Generalized System of Preferences (GSP) or free trade agreements, importing countries can grant tariff reductions or preferential treatment based on certificates of origin.
Main Types:
Non-preferential certificates of origin: For example, the “Certificate of Origin of the People’s Republic of China,” abbreviated as CO, is a certificate of origin issued for goods exported from China in accordance with relevant regulations. In addition, there are “Processing and Assembly Certificates” issued for products that undergo only simple processing and assembly in China and lack Chinese origin, as well as “Re-export Certificates” issued for goods that undergo only re-export from China without any processing.
Preferential Certificates of Origin: These include the Generalized System of Preferences (GSP) Certificate of Origin (FORM A Certificate), which officially certifies that goods from a beneficiary country enjoy preferential tariff treatment under the GSP when exported to a beneficiary country; the Asia-Pacific Trade Agreement (APTA) Certificate of Origin (FORM B Certificate), which certifies that reciprocal tariff reductions and exemptions are granted between member countries of the agreement for specific products; and various free trade area certificates of origin, such as the China-ASEAN Free Trade Area Certificate of Origin (FORM E Certificate) and the China-Pakistan Free Trade Area Certificate of Origin (FORM P Certificate), which are official documents certifying that reciprocal tariff reductions and exemptions are granted between member countries of the corresponding agreement for specific products.
Specialized Certificates of Origin: These are certificates of origin issued by international organizations or countries based on political and trade measures for specific products in a particular industry. Examples include the “Certificate of Origin for Agricultural Products Exported to the European Union,” the “Certificate of Authenticity for Tobacco,” and the “Certificate of Origin for Handicrafts.”
Application Method:
Company Basic Information Maintenance: Applicants log in to “Internet + Customs” or the China International Trade “Single Window” and enter the “Customs Certificate of Origin” module. For the first application, you must maintain your basic company information. If you have previously registered with Customs as a consignee or consignor for import or export goods, you can synchronize this information.
Agent Application Certificate (if applicable): Export shippers or manufacturers may entrust an agent to apply for a Certificate of Origin. The principal must sign a letter of authorization and maintain the agent’s information. The agent must also maintain the principal’s information.
Certificate of Origin Application: After completing the basic company information maintenance, enter the “Certificate Application Module,” select the certificate, and accurately fill in the basic information for the certificate of origin and the goods. After confirming that the information is correct, submit the application.
Certificate of Origin Printing: Currently, most certificate production methods are available: duplicate printing and self-printing. Enterprises should follow the instructions. Self-printed Certificates of Origin and duplicate printing have the same validity.
Other operations (if any): including reissue, amendment, and re-issuance of Certificates of Origin, can be applied to the issuing authority according to the prescribed procedures based on the specific circumstances.
