In international air transport, China’s cross-border e-commerce cargo transportation has a series of exclusive channels and policy support.

Exclusive Channels

Specific Route Channels: Some Chinese logistics companies have partnered with Chinese and foreign airlines to create dedicated routes for cross-border e-commerce. For example, Luoxin International, in partnership with American Airlines, operates a dedicated “Shanghai-Los Angeles” route with five all-cargo flights per week, specifically for Amazon FBA cargo. The intelligent distribution center in Los Angeles is directly connected to Amazon’s warehouse system, ensuring rapid warehouse entry. Luoxin International has also established a cross-border e-commerce channel with Lufthansa, leveraging its daily direct “Hong Kong-Frankfurt” route. Cargo is collected in Hong Kong and shipped to Frankfurt for delivery to the 27 EU countries.

Transshipment Export Channels: Hangzhou Customs, integrating into the Yangtze River Delta integrated development strategy, is exploring transshipment export channels for cross-border e-commerce. Currently, cross-border e-commerce retail export goods shipped from Hangzhou can be exported by air through four international airports: Hangzhou Xiaoshan, Shanghai Pudong, and Anhui Wuhu Xuancheng, facilitating the transportation of cross-border e-commerce goods.

Policy Support

Optimizing the Supervision Model: The General Administration of Customs of China and other departments support cross-border e-commerce companies in using air transport channels to consolidate and export qualified goods from various sources, including those returning from overseas, domestic goods entering the zone, and imported goods from abroad, within the comprehensive bonded areas. At the same time, they are optimizing the cross-border e-commerce supervision model, supporting transshipment exports, and improving customs clearance efficiency for cross-border e-commerce goods.

Improving the Customs Clearance Guarantee System: The General Administration of Customs of China, the China National Immigration Administration, and the Civil Aviation Administration of China issued the “Notice on Several Measures to Further Promote Customs Clearance Facilitation at Air Ports,” proposing to optimize and improve the 24/7 customs clearance guarantee system at major air ports in qualified regions, such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing region. This will facilitate the expedited customs clearance of cross-border e-commerce goods at these ports.
