International express delivery to Japan generally does not require a Certificate of Origin, but it may be required in certain circumstances.

Japanese Customs does not require a Certificate of Origin for all international express shipments. For ordinary goods such as clothing and daily necessities, customs clearance is completed with only a commercial invoice, packing list, and air waybill.
However, if the recipient requests tariff reductions, such as those under the RCEP agreement, or if proof of origin is required, a Certificate of Origin is required.
China and Japan are both RCEP members. If goods meet the requirements of the agreement, they can apply for an RCEP Certificate of Origin to achieve tariff reductions, even reducing the tax rate to 0% for some products. Furthermore, for special categories such as pharmaceuticals and food, additional Certificates of Origin or import licenses may also be required.
