  1. Customs Clearance Delays

Common Causes:

Incomplete declaration documents (e.g., missing invoices, packing lists, licenses, etc.);

Inaccurate declaration information (e.g., understated value, product name inconsistent with actual goods);

The goods are sensitive (e.g., electrical appliances, cosmetics), and the required certification documents are not provided;

Random customs inspections or manual reviews are time-consuming.

Solution:

Prepare documents in advance: Ensure all basic documents, including the invoice (including product name, material, intended use, unit price, and total price), packing list, and airway bill, are complete. For sensitive goods, obtain UN38.3 (electrical), ingredient list (cosmetics), and quarantine certificate (food) in advance.

Declare truthfully: Fill in the actual value of the goods (to avoid under-declaration and tax evasion), accurately name the goods (e.g., “phone case” instead of “electronic products”), and attach Japanese instructions if necessary.

Communicate and cooperate: If inspection is required, contact the freight forwarder or consignee promptly to assist customs with supplementary documents or explanation of the goods to avoid delays.

II. Damaged or lost goods

Common causes:

Insecure packaging (e.g., too thin cartons, insufficient cushioning for fragile items);

Improper handling during transportation;

Blurred or detached labels, leading to misclassification of goods.

Solution:

Strengthen packaging: Wrap fragile items with foam or bubble wrap, and label the outer box with “Fragile” or “Cut things carefully”; seal liquids/powders in plastic bags to prevent leakage;

Standardized labeling: Use waterproof material and clearly mark the sender/receiver information (Japanese addresses must include the postal code and prefecture). Mark multiple items with serial numbers such as “1/3” and “2/3”;

Purchase insurance: It is recommended to purchase shipping insurance for valuable items. Keep the airway bill and packaging photos so that you can file a claim with these documents in case of loss or damage.

III. Prohibited/Sensitive Goods Intercepted

Mistakenly shipping prohibited items (such as dangerous goods, live animals, and obscene materials);

Failure to properly declare sensitive goods (such as counterfeit brands without a letter of authorization or food without registration).

Solution:

Counterfeit/branded goods: Provide a brand authorization letter or a formal purchase invoice.

Choose a professional freight forwarder: For sensitive goods, it is recommended to entrust an experienced freight forwarder to ensure compliance with the declaration process.

IV. Incorrect address or incomplete recipient information

Incorrect translation of the Japanese address (such as misspelling of “prefecture” or missing address number).

The recipient’s phone number cannot be reached, resulting in a delivery failure.

Solution:

Accurate address verification: Japanese addresses must include the “zip code + prefecture + city/town/village + street + house number.” It’s recommended that the recipient provide the original Japanese address to avoid translation errors.

Confirm contact information: Ensure the recipient’s phone number is valid (including area code). If necessary, add a backup contact to prevent shipments from being held at the warehouse due to unacceptable delivery. (Japanese warehouses typically store shipments for 3-7 days free of charge; fees may apply after this period.)

V. Disputes over customs duties or additional fees

Common causes:

Over-declaration of goods value, resulting in increased customs duties;

Goods classified as “for commercial use” rather than “samples,” resulting in higher taxes and fees;

Storage fees and late reporting charges incurred due to shipments being held at the warehouse.

Solution:

Reasonably declare the value of goods: If the sample is “not for sale,” you can indicate “Sample – No Commercial Value” on the invoice, but the cost price must be accurately stated (to avoid under-declaration penalties).

Identify the purpose: For personal items or samples, include a letter of explanation to prove that they are not for commercial use, reducing customs duty risk.

Process documents promptly: After the goods arrive at the port, urge the recipient to clear customs as soon as possible to avoid incurring a late declaration fee (calculated at 15% of the goods’ value) if they are not declared within 14 days.
