Whether a VAT number is required for international express delivery to Europe depends on the circumstances. Customs clearance requirements include providing detailed cargo information and accurate declaration.

Is a VAT number required?

If the recipient is an individual: A VAT number is generally not required, as personal consumption is tax-free or subject to a certain tax-free allowance in most European countries.

If the recipient is a business or merchant: A VAT number is required for tax reporting and payment. Furthermore, if the package value exceeds a certain amount, the seller or sender may be detained during customs clearance or incur additional fees if they have not applied for an IOSS number and pre-collected VAT in advance.

Customs Clearance Requirements

Provide detailed cargo information: This includes an accurate and clear description of the goods, specifying the item, purpose, and material. Avoid using general terms such as “gift” or “sample.” At least the first six digits of the Harmonized System of Goods (HS) Code must be provided for each item.

Provide EORI Number: For shipments to the 27 EU countries, the recipient’s EORI number is required, regardless of the declared value.

Accurately declare the value of goods: The EU imposes tax on parcels over €22, and customs inspections are strict. Declare the value of goods accurately to avoid under-declaration that may result in customs revaluation.

Provide a compliant commercial invoice: The commercial invoice must include the addresses and contact information of the shipper, exporter, consignee, and registered importer; the value of the goods, freight and insurance costs; the items of goods, a detailed description of the items of goods; the HS Code and country of origin; Incoterms; and weight and quantity information.

Other Special Requirements: Depending on the type of goods, relevant certifications or certificates may be required, such as FCC certification for electronics, certificates of origin for leather products, and EU CPNP registration for perfumes and cosmetics.
