Whether wooden packaging requires a fumigation certificate depends on the packaging material and the requirements of the importing country. Generally speaking, unprocessed or non-exempt wooden packaging requires fumigation. For example, wooden boxes, pallets, and frames made from logs, which haven’t undergone extensive processing like high temperatures and high pressures, are susceptible to harboring insects and are therefore a priority for quarantine. Advanced processed wood materials, such as plywood, fiberboard, and particleboard, generally do not require fumigation because pests are killed by the high temperatures used during production. However, some countries may require a material certificate.

Furthermore, quarantine requirements for wooden packaging vary from country to country. Most countries and regions, including the EU, the US, Canada, Australia, and Japan, have strict quarantine requirements for wooden packaging. If wooden packaging is not fumigated or heat-treated and labeled with the IPPC mark as required, the goods may be detained, returned, or destroyed upon arrival.
